Can you,or what are the limitations of bringing a smaller bouldering(I know its not ice related) pad onto a airline?

Depends on the airline and your ticket. Mesure lenght X width X depth and call your company. Or check their website and look for "Sport Equipment" - but you'll still end up having unanswered questions, so just call!!! If you bouldering pad isn't that big, just bring it and it will be you 2nd bag. The flight attendants didn't make a fuss over my 2 oversized 23 kilo/ea hard plastic boxes last time! If it's your 3rd piece of luggage, well you'll have to pay a $40-$60 surcharge.

Did you mean as part of your carry-on baggage? If it doesn't fit under the seat or in the compartment overhead, forget it.

Don't know if you're still interested, but I took a Black Diamond Drop Zone crash pad as check-in luggage on a United Airlines flight (between the US and Australia) without any worries. It was actually my third piece of luggage too, and they didn't charge me any excess baggage fees - I think they were just being nice to me, as I was struggling round with so much stuff. You'll just have to pick it up from oversize baggage afterwards.

Also know of people flying between NZ and Australia with crash pads without any problems. And had another friend fly between Australia and the US with a crashpad on another airline without having to pay any extra.
